政府某個機構給予我們的一個荒誕的回覆。

一個荒誕的回覆

2003年12月,我們撰寫了一份計劃書,在計劃背景的第二項,說出:

脫離「三不管」的困局,重新重視幼兒教育

…雖然香港已經回歸了早國六年,但幼兒教育相比小學、中學及大學,仍然處於被忽視的狀態。眾所周知,幼兒教育是人終身學習的起點及基礎,因此,幼兒時期的培育,是非常重要的,這個時期除了要灌輸知識外,更重要的是教師能夠培養及提高學習的動機與興趣,為終身學習散播種籽。我們應該以行動促請有關機構及人士重新重視幼兒教育的發展,包括幼兒教師的師資問題、增值幼兒教師的教學能力、探索及發展更多和更好的教學方法,給予我們社會未來的主人翁受惠,讓他們有健全的身心成長和充實而愉快的童年。

這個計劃名為「幼兒戲劇教學體系發展計劃」,當年在優質教育基金及保良局幼兒服務部的支持之下,得以成功推行,並且得到幼兒、教師及家長的認同。

3年之後的今天,我們心想,應該繼續在學前教育的領域,引用戲劇進一步推動有意義的題材,環保教育是一個相當合適的選擇,於是向相關機構提交申請,並把過往計劃的成果製成光碟以作證明,但經過一番交涉以後,回覆如下:

…由於建議項目的目標對象為幼稚園學生,審批小組認為聘專業人士推行計劃,製作費用過高及未必需要,具 [且?] 未具成本效益,故未能支持此項目。

得到這樣的回覆,我們並不感到震撼與無奈,我們感到的是可笑與荒誕。計劃可以不被接納,但請不要看輕幼兒教育的重要性,更不要否定推行幼兒戲劇教育的專業性。申請的金額並不高,但他們為何偏偏選擇購買一大堆不懂運用或者未必有用的東西,而就給予專業的人士(尤其是戲劇界)過低的薪酬?究竟,到甚麼時候,掌權的人才能明白如何去分配資源?簡單來說,就是如何去管理。到怎樣的地步,他們才會承認自己曾經所做過的決定,是錯的?

送上啟蒙我們製作教育劇場(Theatre in Education)的已故英國導演,亦是 Edward Bond 的親密戰友 Geoff Gillham,於1995年所寫的一首詩,來表達我們的感受。

We know what you are

(On the cutting of the Duke's TIE Team by Lancashire County Council)

You say to us you are sorry,
That it is not your wish to cut us,
It is the government which is to blame,
They who set the spending limits:
It wasn't you – they made you do it.
We say where is the gun they pointed at your head?

We watch you play the parliamentary game
Of loyal Opposition,
Watch you sew things up behind the Speakers Chair
To keep the government in office.
Watch the same politics in the Council Chamber,
Watch you caucus in the Leader's Room,
Watch you jeer, raise your hands,
At the Party bosses' bidding.
So do not tell us you are sorry.

Do not tell us you care.
Care about the elderly,
Care about the unemployed,
Care about the dispossessed,
The homeless, the futureless young……
You do not even know our names
Far less the misery of our lives.

At this time you are stronger than us:
We can do nothing about you.
But do not think we do not see:
We see you clearer than you see yourselves.
We know what you are.

Thanks for the article and Geoff Gillham's poem.
These grant vetters adhere to rules made by their superiors as if they are unchangeable theorems.
I am not sure if I met G. Gillham.
It might have happened in 1995 at the IDEA Congress in Brisbane.
So Gillham and Edward Bond are friends!
And Bond was an influential teacher of IDEA president, Dan Baron Cohen.
An invitation to be our keynote speaker was the part of the 2007 IDEA Congress plan.
He has declined probably because he has another battlefield to condemn
And to fight against those big and small bureaucrats who are at the helm
of the education and welfare of our childrem.
